Follow-On Investment in Flucle’s Pre-Series A Round: Provider of Labor Consultation Platform HRbase PRO

INVESTMENT

Genesia Ventures has made a follow-on investment in Flucle, provider of the labor consultation platform HRbase PRO. After leading the seed round, Genesia Ventures continues as lead investor in the Pre-Series A round through Genesia Venture Fund No. 3 (GV-3).

About Flucle and HRbase PRO

Flucle develops products that address labor management challenges, guided by their slogan “Bringing Color to Work.”

Launched in 2021, HRbase PRO is a cloud tool for labor and social security attorneys (sharoushi), developed by Flucle’s CEO and sharoushi, Hiromichi Mita. Designed to improve the quality and efficiency of labor consultations, the system enables users to manage inquiries and provide information seamlessly within the platform.

In April 2024, Flucle introduced a new AI-powered labor consultation feature. Unlike general-purpose AI models like ChatGPT, this solution delivers clear, evidence-based responses with supporting reference materials — a feature that has resonated strongly with the market. As a result, HRbase PRO‘s customer base grew 1.5 times in just six months.

Background of Fundraising

As a leading company in the intersection of labor management and technology, Flucle swiftly incorporated AI into its development processes. By harnessing user experience data and cumulative development expertise, the company has continuously enhanced the accuracy of its solutions.

A particularly challenging aspect has been generating expert-level responses, which Flucle addressed by forming specialized teams of labor experts. While leveraging technology, Flucle maintains its focus on the human elements of labor consultations — where expert judgment is essential — while innovating ways to digitally transform these complex processes.

Using the newly raised funds, Flucle will strengthen its development team by recruiting engineers and labor professionals to enhance both the speed and accuracy of service delivery.

Future Outlook

Flucle aims to cut Japan’s labor management costs in half through its AI-integrated platform that leverages Sharoushi expertise. This involves creating a database of expert knowledge and enhancing its AI capabilities to function as a high-precision automated agent.

In the near term, Flucle is focusing on developing conversational features — including voice input — to help all users manage labor-related tasks more smoothly and efficiently.

About the Investment

Soichi Tajima, CEO / General Partner at Genesia Ventures Naoki Kurosaki, Investment Manager at Genesia Ventures

With evolving work styles and changing labor laws, the demand for higher standards in labor management continues to grow. At the same time, the increasing shortage of labor professionals highlights an emerging reality — a future where software and AI-driven empowerment will become essential.

Flucle has established a strong foundation in labor consultation AI by mastering complex, non-standardized tasks including legal compliance, consultations, and dispute resolution. Their solutions have gained widespread adoption among labor and social security attorney offices. The company is now expanding its reach to target small and medium-sized enterprises that don’t yet have labor consultant contracts, revealing a substantial market opportunity.

Given these compelling factors, we have chosen to lead this investment round, building upon our seed-round support, as we maintain strong confidence in Flucle’s potential under Mr. Mita’s leadership.
