Genesia Ventures announces that it has led the seed round investment in dodoAI through Genesia Venture Fund 4. dodoAI develops the Sovereign Agentic OS, a platform designed to help AI agents carry out business operations safely and continuously under organizational governance.
Investment Background
With rapid advances in AI, agents are evolving beyond simple information retrieval and text generation tools into active executors that take on portions of core business activities—including design, research, analysis, development, customer support, and internal operations.
However, the governance frameworks of most enterprises are still built on the premise that humans perform tasks, make decisions, and maintain records. As AI agents begin operating in parallel across multiple business domains and take part in decision-making and execution, organizations face a critical gap: the lack of structural mechanisms to explain “who decided what, why, how it was executed, and how it was verified.”
This challenge is already emerging in AI-driven development. AI agents are no longer limited to code generation—they are increasingly handling design, implementation, testing, pull request creation, review assistance, and operational improvement. The key question enterprises now face is how to control, verify, audit, and continuously improve business operations carried out by AI agents.
To address this challenge, dodoAI is developing not a tool for running individual AI agents, but a Sovereign Agentic OS—a platform for operating AI agents under organizational governance.

Through a Semantic Digital Twin architecture that links intent, requirements, specifications, design, implementation, verification, execution, observation, and improvement as semantic information, dodoAI supports enterprise accountability, audit trails, and continuous improvement cycles.
It leverages various AI coding agents and enterprise-specific AI agents as a capability layer, while providing a governance layer to control, verify, and operate them within the enterprise. Its agent-neutral design—independent of any specific LLM or AI agent—enables enterprises to govern model selection, deployment environments, execution policies, and audit trails with sovereignty.
Deployment environments support not only public clouds including AWS, Microsoft Azure, and Google Cloud, but also on-premise and air-gapped environments, enabling flexible operations tailored to each organization’s regulatory requirements, data residency policies, and operational guidelines.
To date, dodoAI has built a track record of collaboration with major enterprise clients across the automotive, financial services, telecommunications, energy, and payments sectors. In a pilot of AI-driven development targeting approximately 300 core systems at a major non-life insurance company, dodoAI achieved significant workload reductions (35-98% in specific areas) while meeting quality standards.
Use of Funds and Future Outlook
The funds raised will be allocated across the following three areas:
- Accelerating Product Development: Expanding the functionality of the Sovereign Agentic OS and strengthening production-level availability, security, and audit capabilities for industries with high governance requirements, including financial services, manufacturing, telecommunications, and energy.
- Strengthening Engineering Talent Acquisition: Expanding engineering capabilities focused on AI agent architecture, distributed systems, and security. In addition to the Tokyo headquarters, expanding development operations at the Vietnam (Ho Chi Minh City) office.
- Expanding Enterprise Business Development: Establishing implementation and operational support structures for dodoAI and strengthening go-to-market efforts in highly regulated industries, including financial services, manufacturing, telecommunications, and energy.
Going forward, dodoAI aims to build a new enterprise governance platform for the AI agent era, focusing primarily on the financial services, manufacturing, telecommunications, and energy industries, where high levels of accountability and auditability are required.
