Seed Investment in Flucle, a Labor Consultation Platform

Genesia Ventures, Inc. announced that it has invested in the Seed Round of Flucle, which provides the labor consultation platform HRbase PRO, from Genesia Venture Fund No. 3 (GV-3).

About Flucle and HRbase PRO

Flucle Inc. is a company that provides solutions to solve labor management issues using technology, with the slogan “Making Work Colorful”.

In 2021, the company launched HRbase PRO, a cloud-based tool for labor and social security attorneys, designed to provide information and improve the quality and efficiency of labor consultation. The platform also provides a database of forms and official documents from the Ministry of Health, Labor and Welfare (MHLW) that will save users’ time and effort in researching and creating documents.

Flucle’s CEO, Hiromichi Mita, who is also a labor and social security attorney, developed the software and is continuously gathering feedback from users while promoting migration to the cloud in the industry.

Problems HRbase PRO is solving

The diversity of work styles and the changing attitudes of workers have made it imperative to improve labor management, including:

  • Responding to changes in laws such as childcare leave.
  • Improving work rules in accordance with the increase in remote work.
  • Strengthening of compliance to improve recruitment and preventing employee turnover.
  • Establishing rules for various forms of employment other than full-time employees.
  • Digitalization of labor management through the introduction of IT tools.

The only specialists who can prepare the above in accordance with the law are labor and social security attorneys, but due to the high level of expertise required and the labor-intensive nature of the work, they are unable to meet the demands from companies. In addition, although it is necessary to expand the business, there are issues of having to serve a small number of clients in specific regions, becoming dependent on individual employees on certain knowledge, and lack of progress in staff training.

As of 31 March 2021, there are approximately 43,000 registered professionals, of which approximately 24,000 are working at private companies, and approximately 2,120 are working in social businesses. There are 895 one-man firms with the director operating alone, and it is not a stretch to say that small firms are supporting the majority of Japanese companies.

With the development of cloud-based tools in the field of labor management, procedures and tasks such as payroll that were traditionally done by labor and social security attorneys can now be done in-house. In the future, more and more companies will look for labor and social security attorneys who can offer advice on optimal measures for reducing legal risks, avoiding labor problems, and creating a better work environment.

HRbase PRO is a platform that supports the core functions of labor consultation, such as:

  • Providing detailed and timely information on legal changes and annual operations.
  • Quick and accurate responses to clients’ labor issues.
  • Educating and increasing the knowledge of staff at social organizations.

The most important feature is that the historical data of all labor consultations are stored in the cloud and can become a knowledge base for the firm. In addition, laws and regulations, information from public institutions, original forms, manuals, etc. are uploaded as needed with HRbase PRO supervision; this ensures the certainty of the legal basis and that the most up-to-date information is available, and provides a system that can solve the issues of both knowledge sharing and staff training.

Purpose and use of funds

The funds raised will be used mainly for product development, business expansion and strengthening recruitment. For product development especially, the company will aim to further meet user needs by enhancing the contents for professional documents and manuals, to make HRbase PRO an indispensable tool for advisory services. The team will then accelerate development towards becoming a labor consultation platform by utilizing labor consultation data and enhancing functions that improve interaction.
